Mass. Senate leaders unveil budget proposal

A top Senate panel has unveiled a $32.3 billion state budget for the fiscal year starting July 1.

The spending plan approved by the Senate Ways and Means Committee on Wednesday would not hike any state taxes but calls for a $290 million withdrawal from the state’s so-called “rainy day” fund.

The budget also calls for some spending cuts and the use of one-time revenues to close a projected $1.4 billion budget gap.

The House passed a spending plan in April that also had no tax hikes and called for taking $400 million from the rainy day fund.

The Senate proposal would create a special state police unit to investigate welfare fraud. It would also keep partially open a Taunton psychiatric hospital pegged for closure by Gov. Deval Patrick and the House.
