A Rare Vote by Speaker Boehner

When Speaker John A. Boehner voted on April 14 for a legislative compromise to keep the government financed through September, it was a rare event: he had not voted on the House floor since Jan. 19, when he joined the Republican majority in voting to repeal President Obama’s health care law.

By tradition, the speaker “infrequently votes or participates in floor debate,” usually weighing in on symbolic or significant occasions. Mr. Boehner’s predecessor as speaker, Nancy Pelosi, voted less than 10 percent of the time in her two terms presiding over the House.
